No, this is not currently possible. It is possible to hackily call esp_wifi_internal_tx() to send 802.11 data frames (only), as if they were being sent by the LWIP TCP/IP stack. This isn't a supported use of this undocumented internal API, though. There are some plans to expand the documented 802.11...
