Just to be clear PubSubClient with WiFiClientSecure will work, but the Android app Linear MQTT doesn't seem to support any encryption.

I just skimmed the source for Linear MQTT dashboard on github, I didn't see anything about SSL/TLS. Maybe I missed it, but I think this app cannot do SSL/TLS.

The code listed above doesn't attempt to make a SSL/TLS connection. WiFiClientSecure is needed.

It's simpler than I thought. Google 'mqtt last will'. No additional script needed.

I haven't tried to do this, but I expect this could be done using a shell script, mosquitto_pub and mosquitto_sub, or a python script.

If you're running your own MQTT server, for instance, mosquitto on Linux, you could write a script which publishes when a specific client hasn't published in a while.

Email is sent using the SMTP protocol. There are libraries and examples, and the basic protocol isn't too difficult to implement. But it's not that simple, most SMTP servers won't accept mail from a simple SMTP client implementation. They require authentication and TLS encryption. That makes it hard...
