ESP AT firmware for Pico D4

I have loaded ESP_AT_V1.2 firmware using the flash tool. When I connect to GPO22 AND GPO19 the AT commands are not received or sent. Has anyone had this problem?
I have successfully installed the firmware on the Pico. I posted the instructions on my blog.
