Hi,
not sure if its really abug or just misleading logs, since the scene models exists on non-primary elements

W (628) BLE_MESH: Scene Server not on the Primary element
W (633) BLE_MESH: Scene Setup Server not on the Primary element

According to MshMDLd1.1r10_PRr00.pdf can be assigned to any element and should control models per element

I think it is a bug, because i cant setup scenes when setup srv is not on primary element, or maybe SIG documentation is just ambiguous.

After digging more i can confirm its a bug. From nrf sdk

The Scene Server model must be instantiated in every node in the network that participates in scenes. A Scene Server model instance stores the scene data for every model on its own element, and every subsequent element until the next Scene Server.
