What makes you assume your ESP32cam has a public address in the first place?

Using STUN but you have to also setup port forwarding on your router so you may as well just use a dynamic dns service.

A static address may be public or private. The address class determines if that address is public/private. Static just means that you use a constant IP address.
In a home setting the the issue will be connecting to your ISP. If you can disable your home router whilst still being able to connect to your ISP then you could borrow your routers public address (assuming not MAC locked). Most ISPs will give a near permenant lease to you (your router).
These are IP address issues though and I think that there are better networking forums which would help.
& I also believe that IDF CAN should be fixed.
