I was unable to send the AT setup commands properly from my PIC USART to the ESP32 module. When I sent the first command it always responded with "ERROR". So I was able to modify one of my HC-05 modules to work on 3.3 VDC, and with no further setup I was able to send and receive characters at the default 9600 baud. It still didn't work with my Toshiba Win10 laptop, but the Android phone Bluetooth terminals worked just fine. So I won't be using the ESP32 modules for this project, although I might revisit this later.
