Is it possible to use this device as a ESP32-S3 dev kit, or is it limited to configuring the GPIO pins and integrating with the app?

It can be used as a ESP32-S3 dev kit, you can see the PMOD label to get the available GPIO. If you self development something, configuring the GPIO doesn't need through the app. The mobile app is used with the build-in firmware.
